There is a time for everything...which is something that we tend to forget because we want everything to be good and perfect all time. We need to remember that there is an opposing action for every good action that those things will happen. We are going to experience them all over time. Even through those difficult seasons we should be joyful and do good and take pleasure in things because God is there and taking care of us during all of that.
This psalm is very short and really just states that they have calmed and quieted their soul.

I appreciate your summary and focus of this reading. This writer feels negative to me for some reason. But you are right. We do always want everything to be good, but there can't be good without bad or else how would we know the difference.
I read the same thing from this psalm.
