This reading sounds like God is telling of the upcoming disaster of Judah and his people. It sounds like he is searching for someone who is worthy of saving, but cannot find anyone. God speaks of all the terrible things they are doing and the reasons why he is bringing destruction.
The psalm sounds like David is seeking refuge in God. He asks that if he has done any bad thing, that he be punished for it. He speaks of God being his shield and a righteous judge. In the end he gives thanks to the Lord.

Part way through it seemed like Judah might be telling God that he could bring the people back to him. I am not sure if I understood that correctly though.
He also talks about what might happen if one does not repent.
