God speaks to Ezekiel and it appears that he is telling him that he is making him a prophet and he will speak the Word of God. He warns him that if he gives him a warning for the people and they don't heed it that they will die or that if he fails to share the warning with the people that they will die.
Sing praises to God has he is King over all the earth.

God does speak to Ezekiel, telling him to speak the word of God to the people of Israel. He had him eat a scroll, which seemed weird, then reading further it seemed that was kind of a metaphor for him to speak God's word. When God gives him the task of being a watchman and warning people of things, there is a catch to it. If he doesn't warn them, good or bad, then he will suffer or be held accountable for what happens to them, even though they may die anyway. At the end he says that he will make him silent until he is ready for him to speak.
I got the same, sing praises to God as he is king of all the earth, even over all the kings of the earth.
