This seems to be James speaking to all the tribes that have been scattered. Not sure the timeframe this happens in, but I recall that God scattered them, so maybe it's in that time. He is talking about going through trials and persevering, being tested in your faith. He reminds us that God provides wisdom to those who ask for it. He also reminds them (and us) that we are to be quick to listen and slow to speak, and that anger doesn't produce the righteousness that God desires. He says to not only listen to the word, but to do what it says. At the end it says we need to keep ourselves from being polluted by the world. This, we need to remember today.
The first verse on this one really says it all. "How good and pleasant it is when God's people live together in unity!" At this point that seems like wishful thinking. The world is so out of whack, and no one thinks like this, or few anyway.
