Eliphaz is accusing Job of not fearing God. He seems to be saying the Job is not reacting to his situation in the right way, but I am not sure if he is right or not.
This psalm is a good prayer for the current time for both work and for the way others are treating those of us that are not following their path. Reminding us that the Lord is there to help us through these troubles times and that he will take care of those that are against us.

I agree. It seems that he thinks Job is acting like he is above God's wisdom, if that makes sense. He goes on to question the way he is acting saying he is acting like the evil doers.
The psalm does sound like he is asking for his enemies that are attacking him to be put down. He asks God to do all sorts of bad things to them and at the end he says "Help me Lord my God; save me according to your unfailing love".
