God responds to Job and shows him how he does not know as much as he thinks he does. In a way, I guess you could say he is putting Job in his place.
Our help is in the name of the Lord. He will not give us to our enemies and he will protect us.

That is a good synopsis of this reading. The devotional kind of says something similar. It says that for 37 chapters, Job and his friends have grappled with the question of suffering and that while God didn't tell Job the reason for his suffering, he did remind Job that he is the mighty God who marked the dimensions of the earth, fixed the limits on the sea and blanketed the sky with clouds. God showed them how much bigger and more magnificent his ways are compared to our own. It does sound like God is reminding Job of who he is and that while Job is questioning God, God has been there with him the whole time.
The psalm says that God is always on our side and with us thru all things. We are to look to God in every situation and praise his help in our time of need.
