God judges the whole earth. It shows that it doesn't matter your station in life that you are subject to the judgement of God.
This shows how you gain favor with God and how you can end up struggling if you are not focused on being a righteous and good person.

I agree, it tells us that it doesn't matter your position, all are subject to God's judgment and what is to come of the earth. The second chapter is titled Praise to the Lord and seems to start off as a prayer.
I think you summed up this proverb well. It seems to be telling us what brings good vs evil.
