That seems correct. It sounds like more destruction. I feel like the writer is just really trying to get the point across that destruction is coming because people are not following as God commanded. So now everyone will perish in this destruction, but believers should continue to praise and follow the Lord so they don't perish in his wrath.
This continues with good vs bad, right vs wrong. For some reason vs 23 stands out to me, "All hard work brings a profit, but mere talk leads only to poverty". Not sure why this seemed prominent.
