This sounds as if the people of the city are whining about what God did to them and for what they are going through. I am sure that I missed the point of this chapter, but it just seemed to be more complaining than anything.
The Lord delivers us from our pain and suffering through his steadfast love and faithfulness. We must be patient and trusting as well.

I can see how you would think they are whining. It sounds like they are telling us all the things that the people are going thru or have gone thru. Early on in the chapter it actually says "the Lord is like an enemy" which can be disturbing to think about. They knew this was coming or were told it was coming though. It goes on about what God has done to them and to all he built and then come the questions. The end says that no one escaped the Lord's anger.
The beginning is a reminder to be patient. "I waited patiently for the Lord; he turned to me and heard my cry...blessed is the one who trusts in the Lord, who does not look to the proud, to the false gods." This seems to say keep our focus on God and keep your trust in God, do not be swayed by those around you and wait patiently for him.
