This one seemed to take a different turn from what we have been reading is now praising God. This talks about how the great the faithfulness of God. It's as if this author is trying to show their trust and faithfulness in God as well regardless of what they have had to endure. Starting with verse 22 this becomes much more positive and has some powerful verses.
No matter what has happened the Lord has been gracious to him and when those he thought close turned away from him God was still there.

The devotional with this chapter confirms what you are saying in that it's about a fresh start and that even though God punished them, they have still been forgiven and restored.
I keep hearing the wind and it's distracting me making me want to check the weather. We are getting a storm right now and it makes me a bit concerned. This psalm has me thinking that if we seek God he will be with us even thru the hard things or when our people are working against us. If we just seek God all will be well.
