Daniel interprets a second dream in this chapter where it seems that he is telling the king that he has a strong kingdom. I am a bit confused here though because it starts out and ends with the king praising God, but as the king is explaining his dream he mentions that he had changed Daniel's name to one after the name of his god. So, is he following false idols or is he following God...or is he in the middle of his own spiritual struggle? Not sure if I missed something in the reading that would make that more clear.
The Lord is actually praying that his people would listen to him and turn to him so that he could help them.

As I read this I kind of wondered the same. Is he in the middle of a spiritual struggle or is he trying to worship all who may find favor in him. Kind of straddling the fence really. But as Daniel interprets the dream he tells the king that it means he is supposed to proclaim that God is king of heaven and proclaim it to his people. And it sounds like that is what he did in the end of the chapter.
It does seem like God is the one talking in this psalm.
