This seems to be another letter to the people of Thessalonica. I am reading from a different bible so don't have the preface of the one at home that gives more info. But it goes into how they should be thankful always and pray constantly.
This psalm talks about God's splendor and majesty. It then goes into detail about how he takes care of each species on the earth and what he gives them, and how the natural elements listen to him. At the end it's asking for the sinners to vanish from the earth and the wicked to be no more.

They seem to be thanking the people of Thessalonica for their faithfulness to God and telling them that although they might be experiencing persecution that they are are on the right side of God. They care continuing to pray for the people as they are experiencing these things.
That is how I read it as well.
